Haitian President Sudre Dartiguenave signs a treaty legitimizing the US occupation and putting Haitian finances and government under the control of the US for the next 20 years.
The treaty was signed by Haitian President Sudre Dartiguenave and it was ratified by the Haitian senate under pressure from the from the United States. The signed treaty also disbanded the Haitian Army, creating in its place a single 3000-man police force known as the Gendarmerie d’Haiti which answers directly to the US Secretary of State. The United States also implemented of a US law in Haiti reviving the practice of involuntary labor, known in Haiti as corvee, that law required Haitian peasants to work on roads for three days a year. However, in some cases workers were forced to work bound with ropes for weeks and even months. The practice reminded Haitians of their slavery days. This is really what led the major Caco Rebellion against the US occupation in 1918. (Source: A Brief History of the Caribbean, John Rogozinski)
